The primary role of the Senior Country Programme Officer is to ensure that the assigned country portfolio performance is smooth and efficient. The incumbent acts as a professional expert providing support to Country Office Managers who are responsible for a wide range of activities within the work programmes and projects and, where appropriate, to the Director General on an ad hoc basis or as directed. This role requires continuous monitoring with the relevant project managers and the preparation of country or regional portfolio improvement Plans.As Country Programme Officer, the incumbent provides advice and guidance on strategic planning through analysis of the strategies and results frameworks in the assigned country. Furthermore, they support and contribute to the design and development of work programmes/projects and activities in accordance with the approved strategy and results framework of the Complex and provide expertise in resource budgeting.
Missions / Responsabilités / Activités
Under the supervision of the Director General, the Country Programme Officer will perform the following duties and responsibilities:
  • Prepare a monthly summary of the department's implementation of the work programme and highlight bottlenecks and proposed solutions;
  • monitor the implementation of the recommendations of the monthly portfolio summary reports;
  • Budget management - manage the budget as budget coordinator or focal point for the department, coordinate the preparation of the department's work programme and related budget in conjunction with country economists and country programme officers;
  • Coordination - coordinate reports submitted by the department, following the Board Rolling Agenda (BRAG), in coordination with the Country Programme Officers (CPOs) of the various country offices;
  • Monitoring - monitor and manage the portfolio and operational activities;
  • Follow up on BDEV and project audit recommendations and any guidance from the Board of Directors
  • Project and work program management - work with Sector Experts in charge of specific projects to ensure that outstanding project issues are resolved, and act as Country Team Secretary in the absence of a CPO;
  • Serve as a focal point and spokesperson for operational issues at the regional office and in relations with external partners and borrowers;
  • Manage compliance, ensuring that progress and audit reports comply with the Bank's requirements and are submitted on time;
  • Ensure the implementation of supervision, portfolio review and audit mission recommendations;
  • Provide effective oversight of project teams with respect to quality and compliance with the Bank's operational processes and procedures (including steering them towards the competent staff responsible for fiduciary, legal, safeguard, and other specialised matters);
  • Monitor and support the work of sector staff in the implementation of country portfolio performance review processes with the government and other development partners;
  • Ensure quality control of key documents; participate in dialogue with government authorities, regional economic communities, or national economic groupings, as appropriate, and follow up on agreed actions;
  • Support the Manager of the Operations Implementation Support Division to ensure that the actions of sector team members comply with the Bank's ethics, regulations, policies, and guidelines.
  • Contribute to the preparation of portfolio-related country information packages for Annual Meetings and other information packages for Management.
  • Highly organised and structured - Structure all work activities to provide timely updates or reports. Ability to coordinate (tasks, assignments, projects, programs): available and regularly performs complex/sensitive tasks to deadline.
Coordination of Non-Lending Activities
  • Provide support for the administration of analytical and advisory activities and lending operations at various stages of preparation, as well as information on the related documentation. This function reviews and assesses concept notes, draft appraisal reports and other operations documents, and final outputs.
Management of Stakeholder Relations
  • Strategically develop and manage strong working relations with the assigned country government, international development agencies, key clients, and stakeholders under the guidance of the Country Manager;
  • Support the Country Director in managing communications and ensuring that stakeholders are informed of project activities, progress and exceptions and are able to accept transferred products; provide active support to the Country Manager.
  • in the management relations with the government and other development partners (DPs);
  • advise on and lead initiatives and strategies to promote strong and effective relationships with the government, the private sector and development partners;
  • Lead the country portfolio performance review process with the RECs/governments concerned and other development partners; this task includes responsibility for quality control of key documents, participation in dialogue with RECs/governments and follow-up of agreed actions;
  • Advise clients on issues that may affect project outcomes (including sustainability issues and post-project requirements such as maintenance).
Knowledge Management
  • Actively interact with relevant Bank project managers/units and Project Implementation Units (PIUs)/government agencies to share case studies, lessons learned and best practice in portfolio management;
  • Provide comments and suggestions to the Country Manager on the Bank's operational policies, strategies, and procedures, to work towards continuous improvement in the implementation of Bank policies;
  • Mainstream all lessons learned into the design and implementation of projects.
Visibility of the AfDB
  • support the country's efforts to raise the Bank's profile within the region;
  • represent and ensure visibility, where appropriate, by organising/participating in key events, such as high-level executive visits, interviews, seminars, professional events, and conferences.
Quality Management
  • Focus on guaranteeing the high quality and performance of the region’s portfolio;
  • Ensure that all reports and communication are timely and of high quality;
  • Work jointly with the countries and sectors on assigned Key Performance Indicator (KPI) targets and
  • Play a key role and advise the assigned country on economic, political, social, and other developments relevant to the Bank's operations.
  • Defend the mandate and purpose of the Region - providing direct and indirect operational support that contributes to the output and mandate of the Complex for the region or country.
Compétences / Exigences / Qualités
  • At least a master’s degree in economics, social sciences, engineering, agriculture/forestry, business administration, public administration, and knowledge of development issues;
  • A minimum of five (5) years of relevant professional experience in the formulation and implementation of policies, programmes, and projects, acquired within the Bank, a similar development institution or the civil service;
  • Sound knowledge of the Bank's operational policies and procedures;
  • Practical experience in the procurement of goods/works and consultancy services in accordance with donor financing conditions;
  • Experience working as part of a team in a multicultural, multidisciplinary, international, and professional environment;
  • Relevant and compulsory experience on the African continent. Experience of working in a state in transition (fragile state) would be an asset;
  • Experience acquired within multilateral development financing institutions;
  • Proven experience in preparing and/or reviewing operations in a multilateral financial institution.
