Position Title National Programme Officer (AVRRs to Cameroon)

Reports directly to:Chief of Mission / Policy Deputy Officer
Missions / Responsabilités / Activités
1. Coordinate the overall implementation of the Assisted Voluntary Return and Reintegration (AVRR) projects in Cameroon including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements;
2. Act as internal Thematic focal point for AVRR and assist in promoting the role and position of IOM in Cameroon vis-à-vis the Cameroonian government, implementing partners, United Nation agencies, civil society, donors and other stakeholders;
3. Undertake regular communication with internal and external counterparts, to identify mutually beneficial areas of cooperation, maintain strong partnerships, and aim to achieve goals efficiently and sustainably;
4. Contribute to the mission’s strategic planning through identifying opportunities for future programme interventions; contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project concepts and proposals;
5. Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into AVRR programme implementation;
6. Support regular monitoring and evaluation of project activities; provide guidance on the proper utilization of standard operating procedures (SOPs), manuals, guidance notes, Monitoring & Evaluation (M&E) tools and methodologies in the implementation of project activities;
7. Monitor and assess projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and ensure compliance with donor’s contractual requirements and expectations. Bring issues of non-compliance to the attention of supervisor;
8. Identify and recommend improvements in project design and delivery; coordinate and implement impact evaluations, when required;
9. Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements;
10. Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums;
11. Supervise, train, and guide project staff;
12. Undertake duty travel as required related to project implementation and monitoring;
13. Perform other related duties as assigned.
Compétences / Exigences / Qualités
EDUCATION
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with four years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields with two years of relevant professional experience.
EXPERIENCE
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
  • Knowledge of return and reintegration policies and strategies in Cameroon;
  • Knowledge of IOM/UN project management cycle is an advantage;
  • Excellent operational, organization and communication skills;
  • Demonstrated proficiency with Microsoft Office applications, including Excel, Word, PowerPoint as well as good knowledge of working with databases and online applications.
Languages
REQUIRED
  • Fluency in English and French, with excellent written and oral skills.
