Description
The Regional Security Analyst – under supervision of the Regional Security Manager is responsible for the management of information relevant to security, including collection, collation, analysis, and dissemination, to be used as a decision-makingand planning tool to ensure all IFRC (and other RCRC) personnel, assets, and operations are adequately protected, and to enable business operations even in the most complex environments.
S/he is responsible for implementing security information management processes in liaison and partnership with Information Management (IM) relevant counterparts, providing technical guidance, participating or feeding into scenario
building exercise, deploying for technical peer-to-peer support and networking with stakeholders.
When relevant, the analyst will advise on the identification of new crises, geographic locations and severity of security situation on evidence-based data analytics. The analyst will make these findings available through standard analytical
outputs in a timely manner to support decision-making at regional and national levels. The security analyst will work closely with relevant humanitarian analysts at country and/or regional level, if present.
While covering a regional function, the position is outposted in Yaoundé, therefore for administrative purposes, the incumbent reports to the Head of Country Cluster Delegation of Cameroon, Gabon, Guinea Equatorial and Sao Tome.
Missions / Responsabilités / Activités
  • Compile and aggregate relevant geo-political and socio-economic analysis for the region.
  • Identify trends and patterns in security aspects including potential shifts and deteriorations.
  • Contribute to the development of corresponding security advisories and recommendations on security operating procedures.
  • Provides country-wide security risk analysis, briefing materials and presentations to the Regional Security Unit, Head of Corporate Services, Heads of Delegations and Regional Director.
  • Engage in extensive media monitoring on security and safety matters directly linked to IFRC areas of operations and country offices.
  • Provide regular progress and achievement overview to Security team in Nairobi and at global level, and responsible for finding solutions to challenges encountered in field operations and programmes.
Incident and Emergency Response
  • Respond 24/7 to IFRC network-related security incidents/emergencies/crises to safeguard personnel, assets, and operations.
  • Ensure any internal/external security related-incident or emergency is immediately and adequately reported to the Security Manager/Head of Corporate Services/Regional Director.
  • Evaluate and record IFRC security incidents and identify incident/threat/risk patterns or trends.
  • Analyse trends of security incidents affecting the organization.
Monitoring, Evaluation, and Compliance
  • Monitor and analyse the local and regional security situation.
  • Monitor and evaluate IFRC’s Minimum Security Requirement (MSR) compliance in the Africa Region, and support to Clusters in the development of MSRs.
Training and Development
  • Brief IFRC-network personnel or visitors/guests in matters of security risk management, including but not limited to arrival briefings, event briefings, special mission briefings, and VIP briefings.
  • Conduct emergency drills, including but not limited to building evacuations.
Job Duties And Responsibilities (continued)
Liaison and Coordination
  • Build and maintain relationships with Red Cross Red Crescent security experts to gain access to relevant sources of data, and data/information services.
  • Establish lines of communication with internal and external security focal points for coordination of security threat assessments.
  • Collaborate with stakeholders within the Movement – and where necessary with external agencies – to determine required data sets, agree on data sharing, define data gaps, and agree on collaboration in obtaining missing data.
  • Establish and maintain functional networks and coordination with Movement partners, UN agencies and other humanitarian actors to ensure that IFRC is up to date on best practices and emerging trends related to security analysis.
Administration
  • Monitor Regional security contracts, agreements and advise on move forward with close-out, extension, or renewal accordingly.
  • Maintain records for correspondence and documentation in relation to established contracts/agreements and those in progress.
Other Tasks
  • Provide security surge support outside of the designated Duty Station as required.
  • Perform other duties as assigned by the Security Manager, Africa.
Compétences / Exigences / Qualités
  • Minimum of bachelor’s degree in security, risk management, criminology, information management, or other relevant fields. Required
  • Successfully completed the Stay Safe e-learning courses. Required
Experience
  • 4+ years’ experience in security context analysis, with a minimum of 3 years of field experience. Required
  • Proven experience in security analysis. Required
  • Proven experience in delivering sharp and clear information products with high analytical value. Required
  • Working experience in a humanitarian organization. Required
  • Contextual understanding and operational experience. Required
  • Experience in building and working in a network and a remote team. Preferred
  • Experience working in a Red Cross Red Crescent National Society and/or IFRC/ICRC. Preferred
  • First-hand experience with IFRC security management system. Preferred
Knowledge, Skills and Languages
  • Good communication skills. Required
  • Good analytical skills in political, socioeconomics and security areas. Required
  • Knowledge of quantitative and qualitative data analysis required as well as data visualization. Required
  • Knowledge of analysis tools such as Power Bi, DEEP or similar. Preferred
  • Ability to work in a multi-cultural environment. Required
  • Good stress management skills. Required
  • Self-supporting in computers [Microsoft Office, database, e-mail (Outlook) etc. Required
  • Valid driving license (light vehicles) . Preferred
  • Fluently spoken and written English and French. Required
  • Knowledge of another IFRC official language (Spanish, Arabic or Portuguese). Preferred
